William B. Loch

July 14, 1933 - March 12, 2016


William Barnett Loch, age 82, passed away peacefully on March 12, 2016, in Salem after a short illness.
 
Mr. Loch was born in Winchester, Idaho on July 14, 1933 to Lester and Louise (Barnett) Loch.
 
He leaves behind his wife of 62 years, Joanne (Fischer) Loch; his daughter, Shannon Loch Oudinot (Roy) of Portland; grandson James Loch of Portland, granddaughter Kara Loch Fitterer (Daniel) of Salem; great-granddaughter Harper Rose Fitterer and sister Jane Lindberg of Fresno, California. He was preceded in death by his son David Loch in January of this year.
 
Bill moved to the Monmouth area while in high school, graduated from Central High School and went on to graduate from the University of Oregon in 1955 with a degree in Geography.
 
After a tour in the Army as a second lieutenant, Bill eventually went to work for Russ Pratt and Capital City Transfer in 1958.  By 1972, he began to purchase Mr. Pratt’s operations and went on to grow the size and scope of the business -- in the process creating Capital Warehouse Company, Capital City Companies and Oregon Petroleum Transport. He eventually disposed of the moving and storage operations and focused on warehousing, petroleum distribution, convenience retailing and petroleum transportation.
 
Bill accomplished many things in his life and was active in a variety of organizations.  He was an avid golfer and charter member of Illahe Hills Country Club and served a term as the club’s president.  He lettered in baseball at the University of Oregon, was on the UO Foundation Board of Trustees (1986-1995), was a dedicated donor and supporter of the University of Oregon Athletic Department, was a member of Alpha Tau Omega (and served as Province Chief), and was a life member of the Masonic Grand Lodge of Oregon.  He was also a long-tenured member of the  Board of Directors for both Commercial Bank and West Coast Bank and sat on the Mobile Oil Wholesale Council.
 
Per his request, no public services will be held.

Sorry to read of Bill's passing.
Knew Bill when he was on the Board of Commercial Bank/West Coast along with his ownership of Capital City Companies.
He will be missed.
